The first thing to know about a leaflet distribution price is what it is built on.
Hand-to-hand distribution means people on the street, at a station or outside a venue offering leaflets to passers-by.
Hand-to-hand work is mainly staff time: how many people, for how long, in how many places.

For hand-to-hand distribution, the biggest factors are headcount and hours.
Two people for a lunchtime push is a different piece of work from a team covering several stations through the morning and evening commute.
Location comes next. Busy city centres and transport hubs move leaflets faster but can need council consent or landowner permission, which may carry a fee. Getting to the site matters if the team has to come from further afield.
Timing changes the picture as well. Early starts, evenings, weekends and bank holidays affect what a shift involves, and short notice narrows the pool of available staff.
Then there is what surrounds the shift: a written briefing, any product or offer training, a team leader for larger teams, branded clothing, and reporting such as photos, counts or GPS check-ins.

A price per 1,000 leaflets looks easy to compare, but it only measures paper leaving a box.
It says nothing about whether those leaflets reached the people you wanted, were read, or ended up in a bin by the station exit.
A very low per-1,000 figure for hand-to-hand work tends to mean the team is expected to move leaflets fast, and the quickest way to do that is to push them at everyone.
A team briefed to pick out the right people and say a sentence about the offer hands out fewer leaflets and gets more of them read.
The better measure is cost per response. Put a code, a short web address or a QR code on the leaflet, and track how many people use it from each location and shift. That tells you which pitches are worth repeating.
In many places, yes, but not everywhere.
Some councils need their consent before free leaflets, flyers or other printed matter are handed out in certain areas, often busy town and city centres where leaflets would otherwise become litter.
Where consent is needed, councils can charge a fee and attach conditions, such as how many people can hand out at once, where they stand and whether they carry identification.
Rules differ from council to council and change over time, so check with the council for each area before you book a team.

Council consent only covers public land.
Shopping centres, retail parks, station concourses, university campuses and stadium approaches are private, and the owner decides who can hand out leaflets there.
Many of these spaces can be booked as promotional space, often with a fee and their own rules on numbers, positions and times. Turning up without permission tends to end with the team being asked to leave, which wastes the shift.
Wherever the team works, two rules apply everywhere: don't obstruct the pavement or entrances, and pick up any leaflets dropped nearby. Some consents require litter checks as a condition, and it is good practice even where they don't.
Position matters more than anything.
Stand to the side of the flow of people rather than in front of it, ideally where people naturally slow down: a crossing, a queue, a station exit, the entrance to a venue.
Hold the leaflet out at waist height and slightly ahead, so taking it is the easy choice. Pair it with a short line that gives a reason to look: the offer, the event date, what is free. A smile and eye contact do the rest. Never chase or block anyone.
Keep only a small stack in hand so the team looks approachable rather than weighed down, wear something that identifies the brand, and swap positions if a pitch goes quiet.
Picking the right people beats speed: someone who matches your audience and has a moment is worth ten who are running for a train.
Start with the audience, not the map.
Decide who you want to reach and then find where they will be with a spare moment: commuters at a particular station, students near campus, shoppers on a Saturday afternoon, crowds leaving an event.
Check consent and landowner rules for each location while the leaflets are still at the printer, and have the printer deliver directly to the team's meeting point. Agree what the team says, what they wear and how they report back.
Run the first shifts as a test. Compare responses by pitch and time, then put more hours into the locations that work and drop the ones that don't.
